| Résumé : | Notre recherche doctorale porte sur l analyse du rôle et l ingénierie d espaces de concertations dans le cadre de la mise en oeuvre de projets pilotes au sein d une collectivité qui n avait pas connu l alternance politique depuis 102 ans. La concertation et les effets induits sur l appropriation de projets de changement demeure un thème de recherche peu traité en sciences de gestion, pourtant paradoxalement très présente dans la rhétorique du management public et privé. Il s agit ainsi de comprendre comment la concertation managériale se construit dans des projets soumis à une dynamique de changement prescrit et les effets induits sur le développement de comportements pro sociaux. Il s agira notamment d apprécier dans quelle mesure la concertation est susceptible de permettre une régulation plus efficace des paradoxes qui traversent la gestion publique (tensions entre logique administrative et logique politique, centralisation élevée des processus décisionnels, déficit de culture du pilotage). La question du pilotage, de l animation et de l ingénierie de ces espaces de concertation est également au centre du travail de thèse notamment par l analyse et la caractérisation de l activité de concertation. De plus, la place de ces espaces sera également discutée dans une visée praxéologique en lien avec les espaces de discussion. Pour répondre à ces questions, nous intégrons plusieurs courants qui s inscrivent dans un cadre théorique articulant l approche par les préoccupations de Bareil (2004), la sociologie de la traduction (Akrich, Callon & Latour, 2006), l approche socio dynamique des représentations sociales (Sales Wuillemin, 2008 ; Dreveton, 2012) et le modèle des comportements prosociaux ( Paillé, 2008 ; Desrumaux, 2012). Sur le plan méthodologique, la thèse mobilise une recherche-intervention et donne accès à une étude de cas longitudinale avec des unités d analyse enchâssées (4 directions pilotes). L intérêt porté à un objet complexe et multidimensionnel bénéficiant d une absence d instrumentation et de modèle nous a conduit à adopter une approche multi méthodes mixte (Provost, 1999 ; Creswell & Plano Clark, 2006). Nous avons privilégié un design exploratoire inspiré de Condomines & Hennequin (2013) avec une démarche abductive facilitant ainsi l effort de triangulation.Nos résultats invitent à situer la concertation managériale comme une activité structurée par une ingénierie de la concertation, depuis la définition d objets de concertation traceurs, jusqu à la conception d un espace de concertation capable de construire et diffuser du sens pour les acteurs dans un cadre non réglementé par un mandat, en passant par la préparation des managers à exercer un rôle favorable à l engagement des acteurs dans la démarche. Nous avons pu montrer que ces espaces restent fortement conditionnés aux fonctions d orchestration de couplage et découplage institutionnel (Cappeletti & Dufour, 2017), notamment en discutant de la dimension appropriative au regard de l approche de Brunsson (2006). Enfin Il est intéressant de remarquer que l espace de concertation constitue un instrument de gestion essentiel pour piloter et accompagner le changement. Il semble ainsi à ne pas négliger sur le plan stratégique quant on interroge ces liens avec les comportements prosociaux notamment au regard de la performance. Il représente ainsi les caractéristiques d une innovation managériale hybride au sens de David (1996), autrement dit un outil susceptible de donner à voir une autre lecture de la réalité organisationnelle au travers du mythe rationnel et d instaurer de nouvelles relations entre acteurs. Our doctoral research focuses on the analysis of the role and the engineering of consultation spaces within the framework of the implementation of pilot projects within a community that has not experienced political alternation for 102 years. Consultation and the effects induced on the appropriation of change projects remains a research theme that is little covered in management science, yet paradoxically very present in the rhetoric of public and private management. It is thus a question of understanding how managerial consultation is constructed in projects subject to a dynamic of prescribed change and the effects induced on the development of prosocial behavior. This will include assessing to what extent consultation is likely to allow more effective regulation of the paradoxes that run through public management (tensions between administrative logic and political logic, high centralization of decision-making processes, lack of piloting culture). The question of the management, animation and engineering of these consultation spaces is also at the center of the thesis work, particularly through the analysis and characterization of the consultation activity. In addition, the place of these spaces will also be discussed from a praxeological perspective in connection with the discussion spaces. To answer these questions, we integrate several currents that fit into a theoretical framework articulating the preoccupations approach of Bareil (2004), the sociology of translation (Akrich, Callon & Latour, 2006), the socio approach. dynamics of social representations (Sales Wuillemin, 2008; Dreveton, 2012) and the model of prosocial behavior (Paillé, 2008; Desrumaux, 2012). Methodologically, the thesis mobilizes intervention research and provides access to a longitudinal case study with embedded units of analysis (4 pilot departments). The interest in a complex and multidimensional object benefiting from a lack of instrumentation and model has led us to adopt a mixed multi-method approach (Provost, 1999; Creswell and Plano Clark 2006). We have favored an exploratory design (inspired by Condomines & Hennequin (2013) with an abductive approach thus facilitating the triangulation effort. tracing consultation objects, to the design of a consultation space capable of constructing and disseminating meaning for the actors in a framework not regulated by a mandate, through the preparation of managers to exercise a role favorable to stakeholder engagement in the process. We have been able to show that these spaces remain strongly conditioned to the orchestration functions of institutional coupling and decoupling (Cappelletti & Dufour, 2017), in particular by discussing the appropriative dimension with regard to Brunsson's approach (2006). Finally, it is interesting to note that the consultation space constitutes an essential management tool for steering and supporting change. It therefore seems not to be strategically overlooked when questioning these links with prosocial behaviors, particularly with regard to performance. It thus represents the characteristics of a hybrid managerial innovation in the sense of David (1996), in other words a tool capable of showing another interpretation of organizational reality through the rational myth and of establishing new relationships between actors. |
